2021 Annual Meeting Notice & Budget

Greetings Seneca Owners –
I hope this communication finds you well. It’s been an interesting year to say the least, but we are thankful for the amazing winter conditions that provided an awesome ski season for homeowners and guests. I hope you were able to enjoy some time on the mountain during one of the best seasons in recent years.
First, I want to announce that the Annual Meeting of the Ownership will be held on Saturday, May 29th at 1:00pm EST via virtual conference. Information on how to participate will be sent out with subsequent communications. At the annual meeting, there will be an election for five (5) Directors of the Board as allowed by the Association bylaws. We encourage each owner to participate in the election for Directors and request that we receive your intent to run for the Board of Directors no later than Friday, May 7th at 5:00pm EST. We also encourage any owner who runs for the election to submit a one-page biography outlining your background and interest in serving on the Board. A big thank you to Mark Masters, David Craddock, Trenor Hypes, Coby Brown, and Tom Linski for their time and effort in serving on the Board this past year.
Secondly, those of you who were present at last year’s annual meeting may recall discussion regarding the condition of the building façade and the plan to address deficiencies. Since that meeting, the Board and management team have been working with Seal Engineering out of Alexandria, VA to assess the building’s overall condition and design a plan to comprehensively address the issues found in that assessment. HERE. Observations and findings in the report noted that the siding has begun to deteriorate and windows are failing and both elements should be replaced. There are also repairs outlined for vinyl decks and some elements related to pressure treated balconies. Seal Engineering prepared construction drawings for each of the aforementioned repairs and submitted requests for proposals to multiple contractors, however to date only one bid has been received and all others declined to participate. Due to the fact that exterior projects are limited to a very short allowable work season (April, weather permitting, through October with restrictions on work hours and days due to Resort operations and events) and the challenges with getting contractors to participate in the project, Seal Engineering has condensed the scope of repairs to be completed this Summer/Fall to the Northwestern elevation of the building (see attached
photo). They are currently working with contractors to prepare bids for this phase of the project and are trying to expedite this effort as much as possible. An isolated area of the building in the courtyard was worked on last fall, but due to the onset of winter weather, it was not fully completed before the building had to be buttoned up for the winter season. The work on this “phase 1” will resume this spring and will be completed per the specifications in the design drawings and inspected by the quality control engineer. The overall cost of the façade project (entire building) has been estimated to cost +$2 million, however rising building material costs make this estimate a constantly changing variable. The Board has had discussions regarding the plan for financing the project, however without comparable bids, it has been difficult to finalize that plan as the total project cost has yet to be determined. The phasing of the project over several years will help with the HOA’s ability to pay for part of the project out of reserves; there has also been discussion regarding obtaining a loan while interest rates are favorable. In the meantime, the Board and management team feel it is prudent to prepare for this expenditure as much as possible and that reserve funding is vital to the HOA’s ability to fund this project. Board approved proposed FY 2021-2022 budget. This budget will be voted upon by the ownership for ratification at the annual meeting.
